The Colorado department of Local Affairs (DOLA), Division of Housing (DOH) in conjunction with the Center for People With Disabilities (CPWD) will open its Housing Choice Voucher Program waiting list for thirty days on Wednesday, January 16, 2013. The waiting list is only open to applicants who meet DOH’s disability preference, or those who are transitioning from an institutional setting, and can verify disability as defined by the U.S. Department of Housing and Urban Development.
To request an application, contact CPWD at (303) 442-8662, or log on to www.cpwd.org. Completed applications can be submitted in three different ways. Applications will be accepted in person from 8:30-4:00 PM, on Wednesday, January 16, 2013 through Thursday, February 14, 2013, at the CPWD office location at 1675 Range Street Boulder, CO 80301. Completed applications can also be emailed to layla@cpwd.org or mailed and postmarked by February 14, 2013. Only applications with a postmark on, or before, February 12, 2013 will be accepted. Center for People with Disabilities (CPWD) Housing Choice Voucher Section 8 Program is issuing notice of its intent to adopt a new Housing Choice Voucher Administrative Plan. The U.S. Department of Housing & Urban Development (HUD) requires Public Housing Authorities (PHA’s) to post a public notice offering opportunity for public review and comment.
The proposed Housing Choice Voucher Administrative Plan is available for review at the CPWD office located at 1675 Range Street, Boulder, Co 80301 between normal business hours Monday – Thursday 8-5pm Friday 8-12pm. It is also available for review at the CPWD website at www.cpwd.org . Written comments may be submitted at the front desk or may be submitted in writing to CPWD, Attn: Viviana Garcia, Housing Coordinator, 1675 Range Street, Boulder Co. 80301 or email to viviana@cpwd.org. Comments must be received by September 13, 2012 at 12:00 p.m. All comments will be reviewed prior to CPWD Board of Directors consideration for approval. The public is invited to a public hearing which will take place on, September 28 2012 at 5:30 pm at The Center for People with Disabilities 1675 Range St. Boulder, Co 80301.
Addendum to the Center for People with Disabilities (‘CPWD’) Housing Authority Administrative Plan
Expanding Housing Opportunities: Encouraging Participation in Areas Outside of Low Income or Minority Concentration.
The Center for People with Disabilities (CPWD) will take the following actions to promote greater housing opportunities for families outside areas of low-income and minority concentration. Information is provided at the briefing and in a briefing packet, as well as needed in the administration of the Housing Choice Voucher Program (HCV) to ensure greater housing opportunities for families.
Actions to encourage participation by owners of units outside low-income and minority areas:
- CPWD will post information on its website and will encourage owners to contact CPWD for more information on the HCV program.
- CPWD will, through communication with landlords, encourage the proliferation of accessible, affordable, integrated housing options for CPWD Housing Authority voucher holders
- If funding allows and at its discretion, CPWD will host a Landlord Seminar, which describes the Housing Choice Voucher Program. Owners will be notified of such seminars through ads in the Boulder Daily Camera and other such media as determined necessary.
Actions to explain program requirements to owners and families, including equal opportunity:
- CPWD will provide equal opportunity and Fair Housing information and explain the owners’ obligation to comply.
- CPWD will provide information on Fair Housing to its HCV families at briefings.
Information on general locations and characteristics of neighborhoods to be provided to Vouchers Holders as follows:
- CPWD will provide a listing of participating or interested landlords.
- CPWD will provide maps of its jurisdictions showing areas of high poverty concentration and will encourage families to seek housing outside of areas of high poverty concentration.
- CPWD will provide census information on areas of high minority concentration within its jurisdiction.
- CPWD will provide information on services, schools, employment and transportation within neighborhood areas of its jurisdiction.
Actions to be taken to assist Voucher Holders during housing search:
- CPWD will provide a listing of participating or interested landlords with addresses and telephone numbers.
- CPWD will make all voucher holders aware of the boundaries of its jurisdiction. CPWD will also inform the voucher holder of the portability option and provide contact information for neighboring housing authorities (HA’s) and other (HA’s) as requested.
- CPWD will provide support of Independent Living Advisors who will assist families who might experience difficulty in finding housing. They will assist in setting goals and in developing and implementing a plan of action to achieve the finding of accessible, affordable, integrated housing.
- CPWD will offer assistance, in the form of Independent Living Skills training, for those HCV holders who are interested in developing skills that are helpful in obtaining accessible, affordable, integrated housing.
- CPWD will analyze, by surveying any new admissions and “movers”, whether voucher holders have experienced difficulty in finding housing outside of high poverty and high minority concentration areas and will seek approval from HUD of exception payment standards when necessary.
Collaborative Actions and Staff Training:
- CPWD will continue to participate in community action collaborative groups such as the Longmont Housing Opportunity Team to promote accessible, affordable, integrated housing.
- CPWD will continue meeting with HUD officials, both locally and in Washington D.C. to promote the availability of accessible, affordable, integrated housing for CPWD voucher holders.
- CPWD will continue formal and informal discussions with non-profit organizations that support CPWD voucher holders in maintaining independence in the community.
- CPWD staff will attend conferences and trainings in order to increase knowledge and skills in providing services that ensure expanded housing opportunities for HCV families.

The U.S. Department of Housing & Urban Development (HUD) requires Public Housing Authorities to review Section 8 Utility Allowance Schedules each year. Revisions to the Section 8 Utility Allowance Schedules are required if there has been a change of 10% or more. CPWD is issuing notice of its intent to adopt revisions to the Section 8 Utility Allowance Schedules. The proposed Section 8 Utility Allowance Schedules for 2012 are available for review at CPWD office located at 1675 Range Street, Boulder, Co and CPWD website www.cpwd.org.

Center for People with Disabilities (CPWD) Housing Choice Voucher Section 8 Program is issuing notice of its intent to adopt the following Section 8 Payment Standard Schedule for 2012. The U.S. Department of Housing & Urban Development (HUD) requires Public Housing Authorities (PHA’s) to adopt Payment Standards. The PHA may establish a single payment standard for each unit size in its Fair Market rent area. CPWD is proposing to set the Section 8 Payment Standard Schedule at 110% of 2012 HUD Fair Market Rents. The changes will only apply to moves, Port In’s and new admissions.
